Everyday and everywhere, we build tool to solve our problems: we build tool to optimize our process, we build tool to improve work efficiency, and we also build tool to automate our manual operations to get fast. We can see many many different tools in different area within Nokia for different purpose. We spend much effort/time/money to build tools but the benefit of developing a tools is limited, because of lack of valuable user.
What is valuable user? Who will pay for it!
We should not waste these tools, we can't let them die within Nokia after solving a simple problem, we should make them to standardized software products which can also be used by more valuable users after solving their problems.

Problems:
1. There are many SW tools within Nokia but most of them are only for local use, others don’t know them,;
2. When people need a tool, they just build a new one because:
    a. Sometimes, compare to learn and fit to an existing tool, develop a proper one is a much easier way.
    b.Tools are not developed in a standardized way, hard to use in other DU;
 
Solution:
1. Build a resource pool like App Store:
    a. Put all tools together and make a category for them;
    b. Each tool have brand/name/description/owner/demo, easy to know, easy to use;
    c. Store source code and history versions on it, Let Nokia own them actually.
    d. Users can use it for free, but must pay (from certain CC for internal user) if you want technical support or your want a new improved version for your special scenario. Both user and designer can gain benefit from such collaboration.
2. Encourage people to share tools to avoid reinvent.
3. Build a board/council to manage the APP Store:
    a. Guide people to improve the tool in standardized way, to make the tool easy for use and proper for sale.
    b. Make NTS(Nokia Tools Store) more and more famous, connect more and more designers and users together.
