Seven out of 10 large-scale transformation programs fail. In this white paper we share insights and lessons learned from the vast experience of Nokia’s successful large-scale telecommunications transformation programs in recent years.
The purpose of this paper is not to compare different models of governance or provide a theoretical approach to governance, but instead it will be a discussion of a comprehensive framework covering three phases of governance; namely, readiness, planning and execution.
The four layers of governance will also be discussed: the board layer, innovation layer, delivery layer and operation layer. With each of these functions the focus will be on the key activities that drive organization membership and industry examples. We will also propose some outcomes expected at each level of governance and indicators to monitor the performance.
The Agile methodology section covers the key adaptations that are necessary to run Agile methodology such as Scrum, XP or Kanban. Real-life examples and governance challenges are interspersed throughout the paper to highlight critical points and share lessons learned.
